International Advisory Board - Dr. Ousmane Sy
Ousmane Sy was born in Mali in 1949. He holds a PhD in social and economic development from the University of Paris (Sorbonne). Prior to his PhD, he completed an agro-economical engineering diploma at the Institut Supérieur des Techniques d’Outre-Mer (ISTOM) in Le Havre. Since 2002 he has been coordinator for the Alliance for Redesigning Governance in Africa (l’Alliance pour Refonder la Gouvernance en Afrique). He is also the Executive Director of the Centre of Political and Institutional Expertise in Africa (Centre d’Expertises Politiques et Institutionnelles en Afrique, or CEPIA). From 1980 to 1987, he researched rural production systems at the Institut d’Economie Rurale (IER) in Mali. In 2005 he was awarded the prestigious King Baudouin International Development Prize for “the strength of his vision and the courage of his convictions on the subject of governance in Africa”. From1993 to 2000, he was Chief of Mission for Decentralisation and Institutional Reforms and Special Advisor to the President of the Republic of Mali. From 2000 to 2002 he was Mali’s Minister of Territorial Administration and Local Communities.
