Tanzania - Building on the past working relations and on an ongoing collaboration, the Embassy of the Kingdom of The Netherlands and SNV in Tanzania are proposing a joint programme to support improved service delivery at local level, by strengthening the accountability relations between local governance actors.
Through this programme, SNV and Local Capacity Builders will be delivering ‘accountability products’ to local government authorities and civil society organisations at district level. Most of these products will have a generic character, though application will have a bias towards the education sector, with specific monitoring on improved education service delivery.
EKN will be providing financial support to the programme and facilitate embedding within the decentralisation debate (including the Local Government Reform Programme). SNV will facilitate the overall process, and provide advisory support to Local Capacity Builders on product development and delivery.
The proposed programme builds on the lessons and achievements of the Capacity Building for Local Governance Actors programme, implemented by SNV with Embassy of the Kingdom of the Netherlands funding, to be closed by mid 2009. .It will also incorporate lessons of the current application of Strategic Governance and Corruption Assessment by Embassy of the Kingdom of the Netherlands and SNV at district level. To accommodate these different strands and links (including to Local Government Reform Programme, Local Capacity Development Fund and the Twaweza Initiative for promoting citizens engagement), a programme design phase is foreseen for the first half of 2009, leading to programme implementation by mid 2009.
