Kampamba Edwin, Partnership Contracts Co-ordinator
Edwin is a finalist Master Degree in Business Administration. Edwin has 29 years of professional experience with different organisations including international agencies in projects financed and implemented by GRZ,UNDP,UNCDF,VNG, DFID, LWF/UNHCR, primarily promoting rural development and capacity building in many provinces of Zambia. He has written and presented papers as well as written and co-authored several manuals on topics related to his areas of interest, ranging from Local Government Financing to administration. Edwin has also contributed articles to a tabloid “Economic Plunder” and to the D-Group Forum “Invest or disinvest – A Thought for Local Authorities
He joined SNV in 2002 as Financial Management Advisor in North-western Zambia. He provided oversight for accounting for Zambia Social Investment Fund partnership in the North western province. In addition to capacity development services including strengthening clients’ capacities in accounting for public funds, leading to clients in the catchment area attaining increased capacity and as a result, awarded with increased discretionary funding (from the World Bank) for district development.
He 2006, he took up the country Finance Officer position and more recently in 2009 was appointed Partnership Contracts Co-ordinator. In the current appointment Edwin is tasked with developing and managing systems for resource use in the UNICEF/SNV partnership; direct and coordinate financial planning and budget management functions; financial reporting and requisitioning funds from UNICEF; etc.
Chansa Chansa, Water, Sanitation and Hygiene Advisor
Chansa holds a Masters Degree in Water Resources and Environmental Management from the Institute of Geo-Information Science and Earth Observation in the Netherlands. He has 14 years of experience in the water sector, having started work with the Zambian Ministry of Energy and Water Development in 1994. He worked as a district water engineer in Mwinilunga district and has vast experience in urban water supply. While working as district water engineer, he was attached to a Dutch funded rural water for health project. His major role in the field was ensuring quality control in the construction of shallow protected hand dug wells in the communities and overseeing provision of water supply facilities at schools and other government institutions in rural Mwinilunga district.
Before he joined SNV in April 2007, Chansa worked as Senior Hydro geologist in the Department of Water Affairs, in charge of all ground water related activities, which included, borehole drilling as well as ground water exploration at Provincial level.
At SNV, Chansa managed to kick start the first ever SNV/UNICEF partnership where he became lead Advisor in charge of all operational works within the partnership. He was also instrumental in the resource mobilisation under SNV/UNICEF second phase partnership where he is contributing in managing an LCB engaged within the partnership to provide Capacity Development services to 10 Districts, three in the Copper belt province of Zambia and seven in North Western Province. Chansa is still lead Advisor in WaSH, North western Portfolio and in charge of all operational works under the Partnership.
Matilda Shatunka, Water, Sanitation and Hygiene Advisor
Matilda holds a Bachelor of Social Work degree and is currently pursuing her MSC in Public Policy and Management. She has been working in the development sector since 1996. She has professional qualifications in HIV/AIDS programming and project implementation, monitoring, evaluation, planning, and management of water and environmental sanitation obtained from institutions such as ILO, IRC and NETWAS. She has worked with Care International as monitoring and evaluation officer and later on as loan officer. She has also worked as a Social Welfare Coordinator in an HIV/AIDS programme in the Catholic Diocese. Matilda has further worked with Irish Aid as a Project Officer in Rural Water Supply and Sanitation in-charge of facilitating profiling of WASH in districts and assisting water, sanitation and hygiene committees develop planning, management and implementation systems.
Matilda joined SNV in 2005 as an Advisor in Developmental Response to HIV /AIDS until 2007 when she moved to WaSH in the National Portfolio Team in Lusaka. Her responsibilities in SNV include engagement in pro-poor policy dialogue for interface enhancement between the macro and meso level, strengthening civil society participation in water, sanitation and hygiene, profiling School WaSH in national planning and programme implementation. Her greatest achievement at SNV has been her contribution to partnership building with USAID supported project called PACT at the time she was a DRHA Advisor and recently her contribution to Zambian Government’s lobbying for increased attention to WaSH in schools through her work with the Ministry of Education.
Katungu Mukelabai, Water, Sanitation and Hygiene Advisor
Katungu holds a Bachelor of Science in Urban and Regional Planning and a Master of Communication for Development. He has more than 15 years’ working experience with various institutions and organisations in the public sector and in the private and NGO sectors.
In his previous work engagements, mostly with Local Authorities, he has developed considerable experience in facilitating multi-stakeholder dialogue processes and participatory planning and community development; providing capacity development to decentralised development institutions and forums; and managing decentralised district development grants and small enterprise loan schemes.
Katungu joined SNV in 2002 as Governance Advisor in which function he worked in two SNV Zambia teams, North Western and National. As Governance Advisor, he contributed to the development of a simple revenue information management system for Councils, as well as induction of an apex local government association, the Local Government Association of Zambia and select Councils in the system. He also participated in the development of the Local Government Award for Excellence, which is being implemented among member councils.
Since August 2008, he has been working as a WaSH Advisor in the Portfolio West, SNV Zambia. Katungu has been involved with strengthening the service delivery capacity of Councils and local non-governmental clients to enable them better implement WASH programmes and supporting Councils to establish hand pump spare parts supply chains for district Operation and Maintenance systems. He has also been supporting hygiene promotion in communities and School WASH.
Katungu also facilitated multi-stakeholder forums with three Zambian local government authorities (Councils) in Western Zambia, assisting them to set up systems for Operations and Maintenance of hand pumps (supply chain management). He also shared knowledge and information with Councils and a local non-governmental organisation, Village Water – Zambia, on processes and good practice in promoting household sanitation and hygiene activities.
Mwale Steven, Water, Sanitation and Hygiene Advisor
He holds a Bachelors Degree in Agricultural Engineering and a MBA Degree. He also has a licentiate level accounting qualification that he is yet to complete under the Zambia Institute of Certified Accountants.
He has always blended his Engineering and Management expertise in the water sector – working at various levels in Urban, Peri-Urban and Rural sub-sector. He has made significant contributions to the evolution of both the national and the regional (SADC) water sector through active participation in the sector reform processes. He was instrumental in the development of the Integrated Water Resources Management Legal and Institutional framework for Zambia and the Southern African Region under Global Water Partnership and Zambia Water Partnership.
Steven joined SNV in September, 2008 after leaving Southern Water and Sewerage Company where he served as Commercial Services Manager for one year. Prior to that, Steven worked in other public and private organisations from as far back as 2001 and served in various technical and managerial positions.
Currently, he is involved in rolling out the National Rural Water Supply and Sanitation Programme on the Copper-belt and North Western Provinces under the SNV-UNICEF Partnership support programme. Steve played a very pivotal role in brokering the phase II of this cost sharing partnership worth $1.4 million.
Mulako Mwanamwalye, Education Advisor
Mulako holds a Bachelor of Arts degree from the University of Zambia and a Masters degree from the University of East Anglia, England. She has more than ten years experience working in the public sector. She has been involved in capacity building for organisations working with and for young people, advocacy, networking, and leadership development for youth organisations. Prior to joining SNV, she worked for the National Youth Development Council.
She has interacted with various government institutions, local and international non-governmental organizations and development agencies to build the capacity of young people and youth organizations.
Mulako is passionate about citizen participation, particularly among young people. Between 1997 and 2003, she served as a Youth Representative in the governance structures of the Commonwealth Youth Program beginning at national, regional, to the pan Commonwealth levels, elected by her peers. Between 2009 and 2010, she played a key role in establishing the Zambia Office of a self development program for young people called the International Award for Young People.
