Ownership and long-term sustainability of development processes is greatly served by strengthening the contribution of the rising numbers of local capacity builders. SNV strives to increase the impact of local organisations through a suite of strategic services to carefully selected clients in:

• Government: local and provincial government authorities; ministries at national and local levels 
• Private Sector: local business development service providers (such as micro finance and marketing organizations), producer and business associations, export agencies, small and medium enterprises
• Civil Society Organisations: NGOs, youth and women groups, elected councilors in districts and municipalities.

Clients (or groups thereof) are selected on the basis of leadership, potential impacts, strategic importance, learning potential, potential catalytic effect, willingness to change. SNV increasingly focuses on working with local capacity builders.
